The How

Matt Hartman has been in plenty of good bands by this point, I will totally admit to enjoying Sic Alps and Henry's Dress and even Coachwhips.

These are some nice sides featuring him and Stewart Anderson in a band very obviously influenced by The Who. If they ever put out another record together I would probably buy that one too.

Ironically, neither of these singles were released in the 20th century.

Perhaps you forget the near-unavoidable debate about the actual beginning of the 21st century ca. 1999. The How/Aislers split was released in 2000.
